Russia’s Defense Ministry announced an overnight strike on Ukrainian military‑linked energy installations on Nov. 3. Four thermal power plants and several substations in Vinnytsia, Dnipropetrovsk, and Kharkiv were hit, along with port infrastructure in the Odesa region and two bulk carriers. The attack caused power outages in over 130 settlements in Zhytomyr and shut down heating and public transport in Kharkiv, while regions near Kiev and Dnipropetrovsk also reported blackouts.
The Russian Defense Ministry said its forces carried out an overnight strike on Ukrainian energy sites linked to the military on Nov. 3, 2026. The attack targeted several power plants and ports across the country, the ministry said.
Four thermal power plants and a number of power substations were struck in the Vinnytsia, Dnipropetrovsk and Kharkiv regions. The strike used precision‑guided weapons and drones, according to the ministry’s statement.
Port infrastructure in the Odesa region and two bulk carriers carrying military and dual‑use cargo in the Black Sea were also hit, the ministry added.
The attacks caused power outages in more than 130 settlements in the Zhytomyr region. In Kharkiv, heating was suspended and public electronic transport was stopped. Authorities in Kiev and Dnipropetrovsk also reported power problems following the strikes.
Ukrainian local officials said the disruptions affected electricity, heating and public transport, with people in several major cities losing power for hours.
Russia’s claim comes amid a continued conflict in which both sides have targeted each other’s energy and industrial infrastructure. The energy facilities hit by the attack are said to supply electricity to military‑industrial enterprises, the ministry said.
