In brief

Australia’s government announced a significant increase in bulk‑billing clinics, from 2,300 to more than 4,000 in one year, meaning half of all general practices now bill Medicare only and patients pay nothing out of pocket. The Bulk Billing Practice Incentive Program is driving the surge, especially in rural and remote areas, and Mark Butler said the move saves Australians hundreds of dollars a year.

In Canberra on Nov. 1, the Australian government announced that more than 4,000 general practitioner clinics now offer free consultations to all patients under Medicare, up from 2,300 a year earlier.

The change means that 50 percent of all general practices nationwide now exclusively bulk bill, compared with 30 percent in the previous year, the government said in a statement by Minister for Health and Ageing Mark Butler.

Under the bulk‑billing system, doctors bill Medicare directly for medical services, allowing patients to receive treatment without out‑of‑pocket costs.

The expansion follows the launch of the Bulk Billing Practice Incentive Program, which provides higher Medicare rebates to clinics where all doctors bulk bill all patients.

According to the statement, more than 97 percent of Australians now live within a 20‑minute drive of a general practice that bulk bills all patients.

In the last 12 months the proportion of fully bulk‑billing practices has more than doubled in South Australia, Western Australia, Tasmania and the Australian Capital Territory. The Northern Territory recorded the highest proportion at 80 percent, followed by New South Wales at 58 percent and Victoria at 55 percent, while the ACT had the lowest at 21 percent.

Rural areas saw the largest increase, with the proportion of fully bulk‑billing practices rising to 59 percent, while remote areas remained at 77 percent.

"We're helping Australians save hundreds of dollars a year in out‑of‑pocket medical expenses," said Mark Butler.

With the expansion, patients across the country now have access to free GP consultations at more than 4,000 clinics, easing the financial burden of routine medical care.
