In brief

Bidzina Ivanishvili, Georgia's wealthiest individual, is allegedly moving funds in response to US sanctions targeting his assets, a move that coincides with political unrest and protests in the country against government actions influenced by Russia.

Georgia’s richest man, Bidzina Ivanishvili, is said to be shifting funds to escape US sanctions that aim to freeze his assets. The sanctions were imposed following widespread protests in Georgia last spring, where many viewed the government’s policies as leaning towards Russian influence. In light of this unrest, Georgia’s parliament quickly amended tax laws, allowing tax-free transfers of offshore assets to local accounts, which critics allege were primarily designed to benefit Ivanishvili. With a net worth of around $4.9 billion earned through various sectors in Russia during the 1990s, Ivanishvili has a vast amount of wealth stored in offshore companies. Tensions escalated when the Georgian Dream party, founded by Ivanishvili, proposed the “foreign agents law” which aimed to restrict foreign influence, provoking mass demonstrations that resulted in excessive police violence directed at peaceful protesters.Following the crackdown, the US government placed sanctions on Ivanishvili at the end of last year, with a potential ripple effect of UK sanctions looming. Ivanishvili's empire could be deeply affected due to many of his holding companies being registered in UK territories. Most recently, Ivanishvili’s artworks worth nearly $500 million were reportedly imported into Georgia, raising suspicions about tax motives behind these transactions. Critics, including former defense minister Tina Khidasheli, assert these actions reflect Ivanishvili's effort to dodge taxes amidst the changing laws in his favor.Despite claims of attracting investments through these amendments, experts predict ongoing political instability, arising from the leadership of Ivanishvili and his party, will hinder Georgia's economic growth, which is expected to remain stagnant this year. Former Prime Minister Nika Gilauri argues that the resolution of the country’s challenges lies in new elections, also hinting that Ivanishvili's financial troubles are intertwined with Georgia's political landscape.
