In brief
A leaked memo reveals that President Trump has paused federal financial assistance, drawing criticism from the Democratic Party, while the implications of this decision remain uncertain.
In a significant move, President Donald Trump has paused grants, loans, and other forms of federal assistance, as indicated by a leaked government memo confirmed by CBS News. The memo, issued by the acting head of the Office of Management and Budget (OMB), urges government agencies to align their spending with Trump's priorities, linking it to various executive orders he has recently signed. This temporary funding pause, which notably excludes Medicaid and Social Security benefits, comes shortly after the U.S. government suspended nearly all foreign aid. The memo calls for a freeze on financial assistance for foreign aid, non-governmental organizations, diversity, equity, and inclusion (DEI) initiatives, and other programs related to what Trump refers to as 'woke gender ideology' and the Green New Deal. The deadline for agencies to comply is set for 5 PM ET, by which time they must report which programs have been affected. The White House has yet to officially comment on the memo. Democratic leaders, including Patty Murray and Rosa DeLauro, have expressed grave concerns, labeling the pause as "breathtaking" and potentially disastrous across the nation. Senate Minority Leader Chuck Schumer emphasized that funds approved by Congress are not optional and cautioned that the freeze could disrupt payrolls and rent payments, creating chaos for universities and charities. This funding slowdown follows a similar halt in foreign assistance issued by the State Department, encompassing development and military aid while making exceptions for emergency food aid and military funding for allies like Israel and Egypt. The U.S. is the largest international aid donor, having allocated around $68 billion in 2023 to various assistance programs.
