In brief
The investigation raises critical questions about the effectiveness of sanctions against Russia and the hidden channels facilitating them.
High-tech equipment originally made in the UK, worth a staggering $2.1 million (£1.6 million), appears to have been sold to companies in Russia connected to the military, as revealed by customs documents obtained by the BBC. The British firm involved, Beck Optronic Solutions, is known for producing high-precision lenses used in military applications and maintains it had no dealings with Russia or Kyrgyzstan and hasn’t breached any sanctions. At the center of the investigation is Valeria Baigascina, a 25-year-old part-time model previously living in Kazakhstan and now based in Belarus. Despite her glamorous lifestyle showcased on social media, documents show she founded a company - Rama Group LLC - which has been linked to significant shipments of high-end optics potentially destined for Russian military use. Although the trade data indicates that UK exports to Kyrgyzstan (where her company is registered) have surged since sanctions against Russia were imposed, Baigascina claims she sold the company in May and denies any wrongdoing, labeling the allegations as "ridiculous." Experts are raising alarms that many exports from the UK may end up in Russia through indirect routes, revealing significant loopholes in international sanctions. From December 2023 to January 2024, customs records show Rama Group sent shipments to Moscow consisting of devices significant for military operations. Additional shipments are reported from another intermediary, Shisan LLC, exacerbating concerns about the true destination of these military-grade products.Researchers have indicated that Kyrgyzstan plays a major role in circumventing sanctions, evidenced by a notable number of shipments directly contributing to Russia's military resource pool. Calls for tighter enforcement of sanctions are growing louder, amidst fears that unchecked technology sales could prolong the current conflict and result in lost lives.
